Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential contract to design and construct several 12-unit apartment buildings, to provide interested contractors time to plan and prepare for the opportunity. Note that there is no guarantee that this contract will proceed.

Description of the Project and Services
Modified Design Build (MDB) for the design and construction for the Residential Portfolio Capital Investment Plan (RPCIP) for the Canadian Forces Housing Agency (CFHA). The project will design and construct ten apartment buildings in four proposed development sites across CFB Esquimalt in British Columbia. Each low-rise apartment building will have 12 units, each unit averaging 80 square meters, which will be used to accommodate military members.

The rough order of magnitude for the MDB contract (including design and construction) is estimated to be $88,000,000. It is anticipated that this solicitation will be initiated in Fall 2024.

There are no security clearance requirements for this opportunity.

The Government of Canada is committed to reconciliation and meaningful engagement with Indigenous Peoples. Hence, DND is committed to supporting Indigenous Businesses and Peoples in the form of meaningful sub-contracting to support the proposed project.

To support DND’s commitment, the development of an Indigenous Benefits Plan (IBP) that outlines sub-contracting opportunities for Indigenous Businesses and Peoples will be required in the MDB contract.

The Indigenous communities may anticipate that there may be opportunities for the provision of subcontracts associated with the construction of the proposed facility.
