Description

The "Siemensbahn Alliance" measure is being implemented as a rail partnership model. The alliance partners are selected in 5 staggered award procedures in the following award packages: > award package 1 planning (here in question), > award package 2 KIB new construction, > award package 3 KIB maintenance, > award package 4 rectifier substations, > award package 5 traffic facilities.
As part of the general planning services (award package 1), the planning partner coordinates the involvement of the construction partners and their expertise in the planning activities as part of an integrated planning phase. The planner is therefore responsible for the integral planning across all trades and has the coordinating/controlling lead in the planning phase.
During the construction phase (optional), the planning partner is also responsible for the control and quality assurance of the implementation of the joint planning, on which the target cost agreement is based, by the construction partners in accordance with requirements, planning and approval. The planning partner also works towards continuous optimization of the planning during the construction phase and actively supports and advises the construction partners on planning issues.
The following services are included in this award package 1:

? execution planning of all trades, except for GUw & OLA components
? environmental planning
? building planning (PA 1.2 and PA 1.3)
? preparation of specifications and bills of quantities on the basis of the implementation planning

? logistics planning incl. demolition and disposal
? construction phase planning / construction status planning
? lock-out requirements (incl. registration)
? noise & vibration during construction
? traffic management planning
? escape route & fire protection concept
? coordination with monument protection
? visualization / simulation of the planning
? artistic support for the Westhafen subway access (PA Westhafen only)

In accordance with the agreed IPA contracts and concepts for the alliance model, all necessary planning services are to be combined in a "Planning" package. The "Planning" award package is responsible for preparing the overall planning of the project. The other award packages are also involved. In the case of Siemensbahn, the planning of the rectifier substations and overhead power installations are excluded, as these are taken over by the other very specific award packages. The PT1 and PT2 planning must also be provided by the client.

The exact requirements for the BIM services are described in the Contracting Authority Information Requirements (AIA) (Annex C.02.03; will be handed over for the negotiation procedure). The main service items are listed here:
? definition of common BIM objectives in the alliance on the basis of the client's BIM objectives
? definition of joint BIM use cases in the alliance on the basis of the client's BIM use cases
? model-based planning services based on building data models in accordance with the BIM methodology
? implementation of the defined BIM use cases
? overall BIM coordination in the planning phase

The technical descriptions of the planning of the award package (VP) 1 result from the explanations of the services of the other award packages 2, 3, 4 and 5 (see A.02.00 Project program). Planning interfaces to the other award packages must be recorded, coordinated and taken into account as part of the preparation of the integral planning. The valid planning principles (laws, ordinances and guidelines) must be applied for the preparation of the implementation planning.
