Description
The state capital Kiel, as the body responsible for ensuring defensive fire protection, intends to contract companies wishing to act as operators of alarm transmission systems in the state capital Kiel for this activity in an open accreditation procedure. The accredited companies will be authorized and obliged to install, maintain and operate alarm transmission systems (AÜA) for the connection of fire alarm systems (BMA) from the regional area of responsibility of the state capital Kiel and to connect subscribers from the city area.The procedure is an open accreditation procedure because no selection decision is made. In accordance with Union procurement law, it is therefore not a public contract.
According to the Schleswig-Holstein Law on Fire Protection and Assistance by Fire Departments (Brandschutzgesetz - BrSchG), the state capital Kiel is responsible for ensuring defensive fire protection and must, according to §§ 3 para. 4, 2 BrSchG: "set up telecommunications and alarming facilities", as well as according to §§ 3 para. 4, para. 2 BrSchG: "set up telecommunications and alarming facilities". § 3 Abs. 4, Abs. 1 Satz 2 Nr. 3 BrSchG to establish and maintain a fire department control center permanently staffed with appropriately trained personnel, which accepts emergency calls and forwards them to the responsible fire department and which can be operated together with the rescue control center." For this purpose, an integrated control center is operated by the state capital Kiel, which has also been assigned the task of operating the control center by other regional authorities. However, the alarm transmission systems on their territory are not covered by the present procedure. The present contract is aimed at the accreditation of companies for the operation of alarm transmission systems for the connection of fire alarm systems in the Kiel city area. The accreditation will take place at the earliest with effect from 01.01.2024. The procedure is an open accreditation procedure, because no selection decision is made, in accordance with the Union procurement law there is therefore no public contract.
