Description

The Water Infrastructure & Operations Branch (WIOB) of the Ministry of Agriculture and Irrigation (AGI) requires a general Contractor that can deliver a wide array of specialized maintenance/replacement services, labour, and equipment in a timely manner, to meet some of the operational and maintenance requirements for the culvert infrastructure owned by WIOB. There will be a total of ten (10) culverts, located from SW 25-57-7-5 (culvert #3) to NE 9-59-4-5 (culvert #76), on the Paddle River dyking system that require maintenance and/or replacement services; details pertaining to these culverts such as diameter sizes, total lengths, geographical location, and site access can be found in Appendix B. Details regarding the project and the culverts requiring Services will also be discussed in a mandatory site visit, prior to commencement of Services.

Services under this Contract will generally constitute: supply and replacement of culverts, which will include removal of old culverts, flap and/or screw/slide gates, disposal or salvage of old culverts off site, excavation, bedding material, backfilling with minimum 95% compaction, and/or installation of flap gates screw/slide gates, as directed.

The scope of work for this project includes, but is not limited to, the following:
(1) Supplying, replacing, and installing ten (10) culverts by earth excavation, in accordance with the provided standard drawing “S-1418-20: Installation of CSP and SPCSP Structures”, at ten (10) locations that will be identified by AGI staff during the mandatory pre-bid site visit and also in figures in Appendix B;
(2) Stripping, excavating, grading, and/or backfilling channel dykes and surrounding area. Any disturbed areas requiring backfilling must be done at the standard side slopes, in accordance with the provided standard drawing “18-13: Cross Drain Structure” to match the existing dykes, or as directed by AGI staff;
(3) Armoring the downstream end of the installed culverts with Class 1 rip-rap (which may also include non-woven geotextile fabric), in accordance with the provided standard drawing “S-1418-20: Installation of CSP and SPCSP Structures”;
(4) Replacing all culvert flap gates and removing all screw gates, if present, for all culverts installed, as directed by AGI staff;
(5) Undertaking best management practices to ensure effective environmental management and care for water at the work site by preventing the release of any deleterious substance into the water or the general environment;
(6) Providing effective erosion control measures (silt fencing, etc.) if required;
(7) Providing list of equipment, materials, manpower, and work methodology needed to complete the Services;
(8) The Province holds maintenance approval rights under the water act; however, the Proponent may be required to obtain and secure additional permits to commence and complete the Services.

Unless otherwise specified, the Proponent shall supply all materials necessary to complete the Services. A complete job is called for, therefore, any labour, material, equipment, tools, or incidental item not specifically mentioned, but necessary for completeness will be considered incidental to the Services, and no separate or additional payment will be made.
