Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested Contractors and Sub-Contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The Eastern Ontario Campus (EOC) project involves both new construction and renovation of existing buildings to accommodate required space for Canadian Armed Forces (CAF) personnel and CAF activities. This is anticipated to involve but not limited to operations, storage, maintenance, training and administrative facilities.
Description of the Services
Implementation of this project is expected to include construction activities such as clearing, grubbing, site preparation, road crossing, utility services, stormwater management, new construction of infrastructure and renovations involving mechanical, electrical, civil, structural, and architectural as well as specialty disciplines related but not exclusive to ammunition storage, ranges, and security.
The implementation of the EOC infrastructure work is located within the National Capital Region and is projected to occur starting Spring 2022. The estimated construction cost for this project is in the order of $600M. It is anticipated that this procurement will be initiated prior to Spring 2022 however the delivery method for construction has not yet been determined. This is conditional on the project receiving approval to proceed by Department of National Defense.
Security Requirements
1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Facility Security Clearance at the level of SECRET, with approved Document Safeguarding at the level of SECRET, issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
2. The Contractor/Offeror personnel requiring access to sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.
3. The Contractor/Offeror personnel requiring access to CLASSIFIED information, assets or sensitive site(s) must EACH hold a valid personnel security screening at the level of SECRET, granted or approved by the CSP, PWGSC.
4. The Contractor MUST NOT utilize its Information Technology systems to electronically process, produce or store any sensitive CLASSIFIED information until the CSP, PWGSC has issued written approval. After approval has been granted, these tasks may be performed at the level of SECRET.
Process
Contractors and Sub-Contractors that do not meet the stipulated security requirements and that are interested in submitting for future procurements that may fall under this project can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link:  https://www.dcc-cdc.gc.ca/english/contractors_consultants/
