CONTEXT OF CISSSMO
The Centre intégré de santé et de services sociaux de la Montérégie-Ouest (CISSSMO), hereinafter referred to as the "PUBLIC ORGANIZATION", is the result of the merger of four health and social services centers (CSSSs) and five rehabilitation centers. In all, the organization has more than 135 points of service, mainly in the Montérégie region.
The CISSSMO is located in the western part of the Montérégie region, covering an area of 3,727 km2. It covers all or part of five regional county municipalities (MRCs) (Roussillon, Jardins-de-Napierville, Beauharnois-Salaberry, Haut-Saint-Laurent and Vaudreuil-Soulanges). It employs 8,769 people, and 264 full-time equivalent (FTE) physicians practice in its facilities (125 general practitioners and 139 specialists).
BACKGROUND TO THE HÔPITAL VAUDREUIL-SOULANGES (PHVS) PROJECT
The hospital, to be located in Vaudreuil-Dorion, will have 404 beds, an 11-operating-room operating suite and an emergency room with a 41-sheet stretcher capacity. Construction began in 2022 and will be completed in 2026. The project, estimated at $2.5 billion, is being carried out in accordance with the Directive sur la gestion des projets majeurs d'infrastructure publique (Directive on the Management of Major Public Infrastructure Projects), and is divided into five major phases: pre-project, start-up, planning, execution and close-out.
The Vaudreuil-Soulanges hospital will provide local services for the population of Vaudreuil-Dorion, and will also bring together certain specialized services for the entire population of the Montérégie-Ouest region. The project is being carried out in complementarity with the other facilities of the PUBLIC ORGANIZATION and the health and social services network (RSSS), in compliance with the principle of hierarchical care and services. To this end, a clinical plan has been drawn up to define the needs of the population and propose solutions to meet those needs.
Construction work on the Vaudreuil-Soulanges hospital is being carried out under the responsibility of a general contractor designated by the PUBLIC ORGANIZATION, hereinafter referred to as the CONTRACTOR. The ENTREPRENEUR is the entity, recognized and mandated by the ORGANISME PUBLIC, to carry out and coordinate the construction work on the Hôpital de Vaudreuil-Soulanges until its delivery and transfer to the ORGANISME PUBLIC.
OVERVIEW OF THE MANDATE
L'ORGANISME PUBLIC wishes to acquire ceiling rails and motorized lifts for patient lifts. The patient lift system required must be designed and intended for motorized patient movement and transfer in a safe and comfortable manner.
Please note that the total number of patient lift rails to be purchased is ONE HUNDRED AND FORTY TWO (142) units, and the number of motors is ONE HUNDRED AND FORTY FIVE (145). Delivery and installation will take place in phases, the first of which will begin in JULY 2025, with the remaining phases phased in over the next TWO (2) years.
The rail systems covered by this mandate are embedded and surface-mounted, and must allow for the following configurations:
- Surface and embedded straight rail
- Surface and recessed curved track
- Surface-mounted and recessed H-rail
- Surface-mounted T-rail
Ceiling lift rail configuration should be as follows:
- Ceiling anchoring accessories
- Rail type
- The patient lift motor must be configured as follows:
- Motorized lever
- Loading system
- Control lever
- Two-point handlebars
- Removable scale
SUPPLIER shall primarily perform the following tasks, but not limited to:
Provide shop and layout drawings to be approved by PUBLIC ORGANIZATION's designated representative;
Supply equipment;
Ensure delivery of all main equipment for pre-installation;
Work with CONTRACTOR to coordinate pre-installation, installation and commissioning;
Ensure delivery of all remaining components, accessories and consumables for commissioning;
Conduct training sessions as defined in the training plan;
Sign the provisional and final acceptance documents and forward them to the representative designated by the PUBLIC BODY.
SPECIAL CONDITIONS OF THE MANDATE RELATED TO THE CONSTRUCTION PROJECT
The initial purpose of this call for tenders is to determine the SUPPLIER and to order the equipment in accordance with the terms and conditions set out in the tender documents.
Secondly, deliveries will be made according to the CONTRACTOR's schedule.
The patient lift rails for Pavilion A of the Vaudreuil-Soulanges Hospital are scheduled for delivery around the third quarter of 2025; the final date is determined and coordinated by the CONTRACTOR;
The patient lift motors for Pavilion A of the Vaudreuil-Soulanges hospital are to be delivered around the third quarter of 2026; the final date is determined and coordinated by the CONTRACTOR;
The patient lift rails for Pavilion B of the Vaudreuil-Soulanges hospital are scheduled for delivery around the third quarter of 2026; the final date is determined and coordinated by the CONTRACTOR;
Patient lift motors for Pavilion B of the Vaudreuil-Soulanges Hospital to be delivered around the third quarter of 2027; final date to be determined and coordinated by the CONTRACTOR;
Because of the A0 liability category to which the equipment belongs, all installations on this project are carried out under site conditions, and the PUBLIC ORGANIZATION CONTRACTOR has full responsibility for the installation work. The contract will subsequently be assigned to the CONTRACTOR for the "installation" portion of the contract. In this regard, the PUBLIC ORGANIZATION will be responsible for the purchase of the equipment, and thus responsible for payment for the acquisition of the equipment, while the CONTRACTOR will be responsible for the "installation" portion of the equipment, including payment of the balance to the SUPPLIER. The SUPPLIER will be required to sign the assignment agreement to be submitted by the CONTRACTOR and the PUBLIC ORGANIZATION jointly following the award of the contract.
The TENDERER must propose an optimal solution taking into account their experience and the needs of the new Vaudreuil-Soulanges hospital.
The SUPPLIER's expertise must be available to troubleshoot the PUBLIC ORGANIZATION's CONTRACTOR as needed.
TIMETABLE
- Delivery and installation of pre-installed equipment and components must take place between September 2025 and September 2027.
- Final acceptance of the patient lift rails takes place THIRTY (30) days after installation.
- Final acceptance of the patient-lift motors takes place after ONE HUNDRED AND TWENTY (120) days of use on patients with no incidents, failures or defects of the main equipment and its components.
