Purchase of flexible endoscopes and pre-cleaning equipment

Specifications and other contractual documents may be obtained EXCLUSIVELY from SÉAO either via the website http://www.seao.ca or by calling 514 856-6600 for the Montreal region or 1-866-669-7326 for other regions. Printing and delivery will be invoiced by SÉAO, and the cost of acquiring plans and specifications is non-refundable.

BRIEF DESCRIPTION

The Centre de services scolaire des Grandes-Seigneuries (CSSDGS) wishes to acquire the following new or reconditioned goods:

- Flexible endoscopes (including manual leak tester) and pre-cleaning equipment:

o 4 colonoscopes

o 4 gastroscopes

o 4 bronchoscopes

o 1 automated leak tester

o 1 video processor

o 1 light source

o 1 complete irrigation pump

o 1 suction pump with container

The École de Formation Professionnelle à Châteauguay (EFPC) of the CSSDGS wishes to acquire these assets as part of the implementation of its new training program in "Reprocessing of medical devices", commonly known as the "Aire de retraitement des dispositifs médicaux" (ARDM), which came into being in August 2024.

THE PUBLIC ORGANIZATION wishes to deal with a single SUPPLIER for all aspects of the contract.

DURATION OF CONTRACT

The duration of the contract shall remain in force as long as the SUPPLIER has not delivered the goods to the satisfaction of the PUBLIC BODY and there are still warranty obligations to be met.

The "Standing Contract" expires after a period of ONE (1) year from its inception.

SUBSTITUTION OR EQUIVALENCE

The Bidder may propose substitutions and equivalents for all goods. It must submit any such proposal to the PUBLIC BODY no later than September 11, 2024 at 4:00 p.m. in accordance with the procedure set forth in the tender documents.

The PUBLIC BODY will render its decision by issuing an Addendum. Only equivalencies that have been authorized by Addenda are considered by the PUBLIC BODY when reviewing the compliance of Submissions. Any decision as to equivalence is at the sole discretion of the PUBLIC ORGANIZATION.

PANDEMIC-RELATED CHANGES - CORONAVIRUS (COVID-19)

By submitting its bid during the COVID-19 period, the TENDER is aware of the government measures and economic context in effect on the day of submission. It will therefore not be possible for it to invoke these measures as a case of force majeure in order to avoid its obligations.

It is possible, however, that additional government measures or new unforeseeable events may occur after the contract has been awarded, and thus affect completion deadlines.

In such a case, the PUBLIC BODY and the SUPPLIER will negotiate in good faith.

RECEIPT OF BIDS

Bids will be received electronically by SEAO or at the owner's premises in hard copy at 1325, rue Industrielle, La Prairie Québec J5R 2E4, before 11:00 a.m., local time, on September 26, 2024.

As of June 1, 2019, the transmission of the same bid electronically and on paper constitutes the filing of multiple bids and will result in the automatic rejection of all bids so filed. If a SUBMITTER wishes to submit a bid electronically, it must transmit a single bid via the SEAO. This may no longer be accompanied by a paper bid, on pain of automatic rejection.

TENDER OPENING

Bids shall be opened publicly, in the presence of a witness, at the place indicated above, immediately after the time and date fixed for the receipt of Bids. BIDDERS may physically attend the Bid opening.

The PUBLIC ORGANIZATION also broadcasts the Bid opening live on the web. Instructions for attending this broadcast are provided below:
