The mission of the École nationale de police du Québec is to ensure the relevance, quality and coherence of police training, as a forum for reflection and integration of police training activities. The School is the exclusive provider of initial training for police personnel in patrol-gendarmerie, investigation and police management practices. The School also offers professional development activities and conducts training-oriented research.
Purpose
This public call for tenders is published to satisfy the SCHOOL's need for the acquisition and implementation of a fully hosted integrated human resources and payroll management solution (SIRHP) (SaaS solution), including an annual user license for software already on the market. The SOLUTION sought as part of this call for tenders must meet all the functional and non-functional requirements mentioned.
Contract duration
The contract is for a period of FIVE (5) years, with the possibility of FIVE (5) extension periods of one year each, starting upon final acceptance of the SOLUTION.
Eligibility
To be eligible to bid, a TENDER must have in Quebec, or in any other territory, including one not covered by an applicable Intergovernmental Agreement, an establishment where it carries out its activities on a permanent basis, clearly identified in its name and accessible during normal business hours.
Tender guarantee
No bid security is required.

TENDERS must meet all the requirements of the tender documents and ensure that they have read and understood all the clauses. In addition, to be validly received, a bid must be deposited or mailed in a sealed envelope to the attention of Mrs. Nathalie Pépin at the School's Reception Office located at 350 Marguerite-d'Youville Street in Nicolet J3T 1X4, by Tuesday, February 11, 2025 at 2:00 p.m., the date and time set for the bid opening.
