2. Contract Title. LRC Upgrade

3. Background. The Learning Resource Center is an environment designed to encourage creative interaction among program participants to stimulate thought about their given program subject and enhance process improvement and/or learning. Equipped with sophisticated technology, the environment encourages spontaneity and creativity between presenters and participants. The technology therefore must operate seamlessly to support the experience. Currently as it stands, the operating system of the LRC is over 10 years old and in need of basic updates. There is a national VA mandate that all polycom systems be upgraded to the Cisco SX80 system (this has already been provided by national office). With the Cisco system complete upgrade is required as current polycom system is analog, and Cisco SX80 is a digital system.

4. Scope.

Will need the vendor selected to complete a pre-design wiring diagram, order requested parts, install requested parts to work with the Cisco SX80, ensure that all parts are working and available for use at the completion of project. Selected Vendor is required to have experience with the United States Department of Veterans Affairs network and experience interfacing equipment with network. Selected Vendor must have or ability to obtain necessary security clearance to accomplishing necessary install of equipment. Vendor shall ensure that system is able to operate as separate teleconferencing units and or one large teleconference system. Large LRC room shall have (2)80-inch LED TVs on the front wall with (2) 60-inch LED on the side wall installed to be the digital monitors for the room. In the small LRC room there shall be one 70-inch LED installed to serve as the digital monitor for the small LRC. Each room shall be able to operate independently and as one unit. Each room shall be integrated to function with Cisco SX 80.

Vendor selected will turn over to Columbus VA ACC all codecs, wiring diagrams, and perinate information to the LRC Center Upgrade project.

5. Specific Tasks.

Generate a complete system design & wiring diagram for the Control Room (1A154-A), Large LRC Room (1A165-A), Small LRC Room (1A165-B). Design must be configured to work with the current VA teleconference bridge system and Cisco SX80 (already provided onsite by Veteran Administration). Specification listed below

EVALUATION CRITERIA/ SUBMISSION OF OFFER:

Evaluation Process: Any award resulting from this solicitation will be completed using the procedures under FAR 13. Offerors will be evaluated utilizing Best Value Determination to the Government. To be considered technically acceptable, offers must be determined by the Government to fully meet or exceed all salient characteristics specified in this solicitation on a pass-fail basis.

Quotes must be good for 45 calendar days after close of this combined synopsis solicitation.

Quotes shall be sent by email only to: percy.johnson2@va.gov no later than Wednesday, 12 June 2019, at 10:00APM EST. Telephone inquiries will not be accepted. Questions pertaining to this solicitation shall be sent by email only to: percy.johnson2@va.gov no later than Friday, 14 June 2019, at 1:00PM EST. No late submissions will be accepted.

Set-Aside Requirement: Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSBs in accordance with VAAR Part 819. A non-verified vendor that submits a quote should be rejected as non-responsive or technically unacceptable as listing in VIP is not self-correctable as a minor informality as, for example, a listing in SAM. All other purported SDVOSBs must apply for and receive verified status in accordance with 38 CFR Part 74 and be listed in VIP prior to submitting a quote on an acquisition conducted in accordance with VAAR Part 819. The VIP database will be checked both upon receipt of an offer and prior to award.
