Manufacture, repair and design of sets for Quebec casinos and gaming halls

Closing date: February 11, 2025, 2 p.m. local time

The Société des casinos du Québec inc, a subsidiary of Loto-Québec, wishes to receive bids for the provision of set manufacturing, repair and design services for Quebec casinos and gaming salons:

§ Casino de Montréal (including the future Casino de Montréal hotel);

§ Casino du Lac-Leamy (including the Hilton Lac-Leamy hotel);

§ Casino de Mont-Tremblant;

§ Casino de Charlevoix;

§ Le Salon de jeux de Trois-Rivières;

§ Le Salon de jeux de Québec;

§ Any other future gaming establishment.

Proposals must be received electronically at the following address: depot.soumissions-propositions@loto-quebec.com.

All the terms and conditions of this call for proposals are contained in this document.

Proposals received after the closing date and time will not be accepted.

To be eligible to submit a proposal, the proposer must meet the following criteria, failing which the proposal will be automatically rejected:

§ Have obtained the call for proposals document via the Quebec government's electronic tendering system "SEAO";

§ Hold, when required under the Act respecting contracting by public bodies (RLRQ, c. C-65.1), a valid authorization from the Autorité des marchés publics (AMP) to contract or subcontract with a public body, which must indicate the validity period. For more details, see the "Authorization from the Autorité des marchés publics" clause in this call for proposals document;

§ Hold a valid Attestation from Revenu Québec, which must not have been issued after the closing date and time of this call for proposals. If the applicant does not hold such an attestation, it must provide the "Absence of Establishment in Quebec" form attached to Section E - "Proposal Form" of this document, if it does not have an establishment in Quebec where it carries out its activities on a permanent basis, clearly identified in its name and accessible during normal business hours;

§ Not be registered in the register of companies ineligible for public contracts (RENA);

§ Have, as of the date of submission of proposals, three (3) years' experience in the manufacture and conceptualization of sets; in this regard, the Société des casinos du Québec inc. may consider the experience of a subsidiary of the applicant, its parent company or a company resulting from the merger of the applicant, one of its subsidiaries or its parent company;

§ Include in its proposal :

- A commitment from a Canadian chartered bank or credit union to issue, in the event of a contract being awarded to the applicant, an irrevocable bank letter of guarantee in the amount of $25,000, payable to Société des casinos du Québec inc. or

- An agreement for the issuance of a performance bond by a company licensed as an insurer in Canada and legally authorized to act as surety in Quebec for $25,000 in favour of Société des casinos du Québec inc.

The Société des casinos du Québec inc. does not undertake to accept the lowest or any other proposal received and, should the case arise, will retain the proposal that best meets its needs.
