Acquisition of telecommunications switches

Closing date: October 1, 2024, 2 p.m. local time

Loto-Québec wishes to receive offers for the acquisition of telecommunications switches for itself and its subsidiaries.

Proposals must be received electronically at the following address: depot.soumissions-propositions@loto-quebec.com.

All the terms and conditions of this call for proposals are contained in this document.

Proposals received after the closing date and time will not be accepted.

To be eligible to submit a proposal, the proposer must meet the following criteria and provide the documents specified below, failing which the proposal will be automatically rejected:

§ Have obtained the call for proposals document via the Government of Quebec's electronic tendering system "SEAO";

§ Hold a valid Attestation de Revenu Québec, which must not have been issued after the closing date and time of this call for proposals. If the applicant does not hold such an attestation, he/she must provide the "Absence of Establishment in Quebec" form attached to Section E - "Proposal Form" of this document, if he/she does not have an establishment in Quebec where he/she carries out his/her activities on a permanent basis, clearly identified in his/her name and accessible during normal business hours;

§ Not be registered in the register of companies ineligible for public contracts (RENA);

§ Have an establishment in North America or in one of the countries that have signed public procurement liberalization agreements to which Loto-Québec is subject, where it carries out its activities on a permanent basis, clearly identified in its name and accessible during normal business hours;

§ The applicant must demonstrate that the manufacturer's equipment has already been deployed in a similar environment. The deployment of this equipment must be of an EVPN architecture similar in scope to that envisaged by Loto-Québec. In addition, this deployment must have been completed with at least two (2) different organizations over the past three (3) years, i.e. :

- Around ten sites (each with a separate EVPN topology);

- The largest EVPN topology comprising 20,000 devices (MAC addresses);

- The largest EVPN topology with 25,000 physical interfaces;

- The largest EVPN topology with five (5) tenants.

§ Include in its proposal :

- A $1,000,000 irrevocable bank letter of guarantee as proposal security, issued by a Canadian chartered bank or credit union, payable to the order of Loto-Québec and valid for 180 days; or

- A proposal bond issued by a company licensed as an insurer in Canada and legally authorized to act as surety in Quebec in the amount of $1,000,000 in favour of Loto-Québec, valid for 180 days.

And also include with its proposal :

- An undertaking by a Canadian chartered bank or credit union to issue, in the event of a contract being awarded to the applicant, an irrevocable bank letter of guarantee in the amount of $2,000,000 as a performance bond, payable to the order of Loto-Québec; or

- A performance bond agreement issued by a company licensed as an insurer in Canada and legally authorized to act as surety in Quebec for $2,000,000 in favour of Loto-Québec.

Under the Act respecting the Autorité des marchés publics, all complaints must be received by Loto-Québec no later than September 16, 2024.

Loto-Québec does not undertake to accept the lowest or any other proposal received and, if applicable, will retain the proposal that best meets its needs.
