Contract Location: BAGAMANOC AREA – 1 SITE BATO AREA – 4 SITES CARAMORAN AREA – 11 SITES GIGMOTO AREA – 4 SITES PANDAN AREA – 13 SITES PANGANIBAN (PAYO) AREA – 2 SITES SAN ANDRES (CALOLBON) AREA – 13 SITES VIGA AREA – 7 SITES VIRAC (CAPITAL) AREA – 11 SITES Scope of Work: A MINIMUM OF TWO BOREHOLE PER 300 SQ.M. IN AREA AND 3 BOREHOLES FOR LARGER BUILDING BUT NOT LESS THAN 1 BOREHOLE FOR 200 SQ.M. AREA. BORING SHALL BE CARRIED OUT TO A MINIMUM DEPTH OF 3-5M INTO THE HARD STRATUM AND 15M-20M FOR SOFT STRATUM Tender Documents: P 10,000.00 The DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS – CATANDUANES DISTRICT ENGINEERING OFFICE through CY 2018 PDE and CY 2021-2023 BEFF intends to apply the sum of above-stated being the Approved Budget for the Contract (ABC) to payment under the contract above-mentioned. Bids received in excess of the ABC shall automatically rejected at the opening of the financial proposals. The procurement and employment of Corporation(s) as consultant(s) for this project is NOT ALLOWED. The DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS – CATANDUANES DISTRICT ENGINEERING OFFICE now calls for the submission of eligibility documents for the above-stated contract. Interested consultants must submit their eligibility documents on or before NOVEMBER 20, 2018 up to 10:00 am at the BIDS AND AWARDS COMMITTEE (BAC) OFFICE, CATANDUANES DISTRICT ENGINEERING DISTRICT OFFICE, SAN ISIDRO VILLAGE, VIRAC, CATANDUANES. Applications for eligibility will be evaluated based on non-discretionary “pass/fail” criterion. Mandatory use of the PhilGEPS Certificate of Registration and Membership under Platinum Category is required. The BAC shall draw up the short list of consultants from those who have submitted eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act” and its Implementing Rules and Regulations (IRR). The shortlist shall consist of 3 to 7 consultants with 5 as the preferable number. If one (1) or less than the desired number, the BAC shall consider such consultant/s as being shortlisted. The criteria and rating system for shortlisting are: Applicable Experience - 50 pts. Qualification of Personnel - 30 pts. Job Capacity - 20 pts. TOTAL - 100 pts. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184. Bidding is restricted to Filipino citizens/sole proprietorship, partnership or organizations with atleast sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. The Procuring Entity shall evaluate bids using the Quality and Cost Based Evaluation (QCBE) procedure. The Technical and Financial Proposals shall have weights of sixty-five percent (65%) and thirty-five percent (35%), respectively, shortlisted bidders whose technical proposal pass the minimum technical score of seventy-five (75%) shall be invited for the opening of financial proposal and negotiation. Opening of Financial Proposal of HRB December 18, 2018 All Bids must be accompanied by a Bid Security in the form with the following schedule: FORM Minimum amount if % of ABC Bank Guarantee Two Percent (2%) Bid Securing Declaration that is an undertaking which states, among others, that the bidder shall enter into contract with the procuring entity and furnish the required performance security within ten (10) calendar days, or less, as indicated in the Bidding Documents from receipt of the Notice of Award and committing to pay the corresponding fine and be suspended for a period of time from being qualified to participate in any government procurement activity in the event it violates any of the conditions stated therein as required in the guidelines issued by the GPPB.
