Description
REQUEST FOR EXPRESSION OF INTEREST FOR THE CONSULTING SERVICES FOR THE FEASIBILITY STUDY AND DETAILED ENGINEERING DESIGN FOR THE PROPOSED FLOOD CONTROL PROJECTS IN BICOL RIVER BASIN (REGION V) 1. The Department of Public Works and Highways, through the GAA 2018, intends to apply the sum of P 94.6 Million being the Approved Budget for the Contract (ABC) to payments under the contract for the Consulting Services for the Feasibility Study and Detailed Engineering Design for the Proposed Flood Control Projects in Bicol River Basin (Region V). 2. The Department of Public Works and Highways now calls for the submission of eligibility documents for: Project: Consulting Services for the Feasibility Study and Detailed Engineering Design for the Proposed Flood Control Projects in Bicol River Basin (Region V). Location: Region V Objective: The objectives of the Feasibility Study and Detailed Engineering Design are the following: 1. To conduct the feasibility study to determine the technical, environmental, social, institutional, economic and financial viability of the proposed flood control project; 2. To formulate a definitive implementation plan, conduct Detailed Engineering Design (DED) for various structures/works mentioned above based on new topographic and hydrographic data as well as hydrologic study and prepare Program of Works; 3. To conduct social and environmental impact study; 4. To formulate a right-of-way action plan and Parcellary Survey Reports; and 5. To assist the DPWH in conducting Information and Education Campaign and other forms of social preparations. Outputs/Deliverables: The results of the feasibility study will be used by the DPWH in identifying and prioritizing projects for local and foreign financing. The study outputs shall be presented in the following reports: 1. Inception Report 2. S-Curve Reports and Time Schedule and Manning Schedule in Bar Chart Form 3. Progress Report 4. Definitive Plan Report 5. Draft Design Plan and Report 6. Final Design Plan and Report Prospective Bidders must submit their Eligibility Documents not later than 8:00 A.M. on November 21, 2018 at the Bids and Awards Committee (BAC) for Consulting Services, Room 502-A 5th Floor, DPWH Building, Bonifacio Drive, Port Area, Manila. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. 3. The Terms of Reference (TOR), Request for Expression of Interest (REI) and Eligibility Forms are now available at DPWH and PhilGEPS websites. 4. Bidding Documents are now available at the DPWH and PhilGEPS websites until the deadline for the submission and receipt of technical and financial proposals. 5. The BAC shall draw up the short list of Consulting Firms from those who have submitted Eligibility Documents/Expression of Interest and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its 2016 Revised Implementing Rules and Regulations (IRR). 6. The short list shall consist of at least five (5) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are: Applicable Experience - 35 pts. Qualification of Personnel - 40 pts. Job Capacity - 25 pts._ Total 100 pts. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184. Bidding is open to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest of outstanding capital stock belonging to citizens of the Philippines. Corporations may apply for feasibility study in joint venture with sole proprietorship/partnership who will undertake the detailed engineering design. 7. Mandatory submission of PhilGEPS Certification of Registration and Membership (Platinum Membership) as Class “A” document will no longer be a requirement in the determination of the eligibility of the prospective bidder, both for consulting services and infrastructure projects per GPPB Resolution No. 26-2017, dated July 31, 2017. In lieu of the above, prospective bidders are required to submit all Class “A” eligibility documents stated under Section 24.1 (a) of 2016 Revised Implementing Rules and Regulations (IRR), using the prescribed in the Eligibility and Bidding Documents. 8. The Procuring Entity shall evaluate bids using the Quality Cost Based Evaluation/Selection (QCBE/QCBS) procedure. The Technical and Financial Proposals shall have weights of 65% and 35%, respectively. Only bids whose technical proposals pass the minimum technical evaluation score of seventy-five percent (75%) shall have their financial proposal opened and evaluated. The criteria and rating system for the evaluation of bids are provided in the Instructions to Bidders. 9. The contract shall be completed within twelve (12) months. 10. The Department of Public Works and Highways reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders. 11.
