Assistant Executive Director and Authority Secretary, South Carolina State Fiscal Accountability Authority
Delbert is the Division Director for the South Carolina Fiscal Accountability Authority’s Division of Procurement Services. He also serves as Secretary and as an Assistant Executive Director for the Authority, and was previously an Assistant Attorney General for the State of South Carolina.
He received his Bachelor of Science degree in Criminal Justice from the University of South Carolina in 1983 and his Juris Doctorate from the University of South Carolina School of Law in 1987.
Rebecca Linville
Assistant Director, Contracts & Procurement Division, Washington State Department of Enterprise Services
Rebecca Linville is the Chief Procurement Officer for the State of Washington, and the Assistant Director of the Contracts & Procurement Division within the Department of Enterprise Services. Rebecca leads a large team overseeing statewide procurement for goods and services, including contracts with more than 1,700 businesses worth more than $1.5 billion annually.
Rebecca earned her bachelor’s degree from the University of Washington.
