Join us in the session in partnership with the US National Association of State Procurement Officials (NASPO), where will introduce you to the procurement opportunities available at the US state level; how to prepare for a state level tender in the US and how the Government’s Memoranda of Understanding with individual US States can support you in accessing the state procurement market and these opportunities to propel your international growth.

Bart Lemmon

Director of Strategic International Initiatives, National Association of State Procurement Officials (NASPO)

Bart works with many international organisations that support public procurement and collaborates with foreign government entities on public procurement projects.

Bart joined NASPO in 2017 after spending several years in the office products industry where he secured and managed numerous national, state, and local government contracts spanning across the United States. Since coming to NASPO, he has worked with hundreds of private industry suppliers providing counsel in helping them achieve their strategic objectives to effectively penetrate state and local government markets.

The primary goal of NASPO is to raise the public procurement profession and enhance the overall quality of procurement services and solutions delivered to public agencies and institutions.

Windy Aphayrath

Chief Procurement Officer, Utah Department of Government Operations

Windy Aphayrath is the Chief Procurement Officer for the State of Utah and also serves as the Division Director over Utah's Division of Purchasing and General Services. She previously served as Assistant Director in the Division where she had oversight for the State's Cooperative Contracts program and the role of project manager for the Division's special projects. Before joining the State of Utah, Windy worked in the biomedical technology industry where she established a supply chain regulatory compliance program, developed a supplier management program, and held strategic sourcing responsibilities. In her free time, Windy enjoys travelling and spending time with her family.

Simon Gordon

Team Lead - State-level Market Access, International Strategy and Trade Relations - North America, Department for Business and Trade (DBT)

Simon works on trade engagement with US states, covering areas including recognition of professional qualifications and government procurement.
