Description

The Province, as represented by the Minister of Forests, through BC Wildfire Services, invites Responses from Respondents to provide First Aid Services for Wildfire Response and Mitigation, Preparedness, Response, and Recovery (“MPRR”) Services related to both wildfire management and all natural hazards, as further described in section 3 of this RSA.First Aid Services are to be provided on an as, if and when requested basis and no representations, commitments or guarantees are made with respect to the timing, number or value of Service Requests that may be requested from a Contractor over the term. Mobile Treatment Centres are the preferred Emergency Vehicle; however, Service requests will be based on Worksite assessments, remoteness of incident, access, and road conditions.There are several significant changes to this RSA and resulting Standing Arrangement from previous years. As such, Respondents should carefully review both the RSA and the Standing Arrangement (attached as Appendix A), including all the schedules. If there are any inconsistencies between Appendix A and the RSA, the Standing Arrangement in Appendix A will prevail.The Province intends to enter into Standing Arrangements with all Respondents who meet all mandatory criteria, pass the qualification criteria, and meet all minimum scores. The anticipated term of each Standing Arrangement is from the date of execution to March 31, 2025.  Each Standing Arrangement will contain an option to extend whereby the Province reserves the right, at its sole option, to extend the Standing Arrangement for up to two additional one-year periods, on the same terms and conditions. The Rates may be adjusted in accordance with the change to the BC Consumer Price Index for the year immediately preceding, as set out in section 18.24 of the Standing Arrangement (Appendix A).  Further details as to the scope of this opportunity and the requirements can be found in Sections 3, 4, 5 of this RSA and Schedule A2 of the Standing Arrangement attached as Appendix A.
